A new procedure had been laid down for the cases of hospitalisation, implants and specialised treatment.However, the move would render over 500 contractual employees, including the computer operators, unemployed. They were hired for effective implementation of the Mukhya Mantri BPL Jeevan Raksha Kosh in various districts.BJP insensitive: GehlotSenior Congress leader and former Chief Minister Ashok Gehlot criticised the BJP government for discontinuing the scheme, while pointing out that it had turned out to be a blessing for the BPL and other underprivileged families in the treatment of chronic diseases. He said the BJP government ad shown its insensitivity through the decision.“Despite its drubbing in the Lok Sabha and Assembly by-elections, the BJP had the audacity to abolish a scheme which was benefiting the poor. The people of the State would give a suitable reply to the BJP in the upcoming Assembly election,” Mr. Gehlot said.The Congress leader said that the scheme had the provisions for extending all outdoor and indoor treatment facilities to the beneficiaries without any upper limit for medical expenses. Besides, it gave a grant to the childless BPL couples and those with an annual income of Rs.1 lakh for their treatment.Mr. Gehlot said the State government had taken the decision on the pretext of promoting the Bhamashah health insurance scheme. A year after he aligned with the BJP, which stormed to power with over 300 seats, he is today, however, disgruntled with the way the BJP is treating him. Excerpts from an interview in Lucknow:The Yogi Adityanath government has completed one year and you are constantly complaining that not much has been done for the poor, backwards and Dalits.The work is only on paper. The officials have completed all work on paper and submitted it to the government, but there is nothing on the ground. For example, the Chief Minister recently said that 11.5 lakh new houses have been built [for the poor]. Such high number of houses can be approved, yes, but how many can be built in just four or five months? The first instalment itself takes six months and during the monsoon, sand and morang are unavailable for construction.Where is the lapse? The government or the officials?The officials are solely responsible. They don’t listen to the government. Despite a change in government, it is the same machine that worked during SP and BSP rule that’s operating. The engine and coaches [of the train] are the same, only the driver and guard have changed.Soon after you met BJP president Amit Shah in Delhi, you decided to restore support to the BJP. What assurances did he give you?I informed Amit Shah that there is anger against the government on the ground. Those entitled to ration cards, toilets, homes and pension are being deprived of it, whereas those ineligible are enjoying all the benefits. During the elections, I campaigned for the sub-categorisation of OBC reservation into three groups: the Pichda (backward), those dominant castes who have got a share more than their population; the Ati Pichda (very backward), who have got a share but not according to their population, and the Sarvadik Pichda (most backward), those who have not got any benefits. One year has passed but the government has done nothing. Mr. Shah told me that there are elections coming up in Karnataka and the OBC sub-categorisation would be implemented a month after that. He also told me that not just at the national level, it would be implemented in the State as well. Meanwhile, I have demanded that till that happens, no new recruitment must take place in the State.So your main demand is sub-categorisation of the OBC quota?The V.P. Singh government granted 27% reservation to OBC castes in 1990. But the dominant castes which are literate and cunning, are eating up the major chunk, leaving only tiny crumbs for the weak. Just like the big fish leaves nothing for the small fish. Babasaheb achieved reservation for Dalits in 1932 but even today you won’t find a single constable from the Banspbor, Nat, Musahar, Hela and other such castes in the State capital. The same is for smaller OBC castes such as Bind, Prajapati, Kumhar, Mallah, Chauhan, Pal, Rajbhar, Julha and Dhuniya which have reservation but are not getting its actual benefits.So is everything all right with you and the BJP now?Amit Shah has promised to come here on April 10. He will hold a meeting with the CM and people of his organisation to discuss the ground reality. But let me tell you, for a year, the BJP and its government did not give my party the status of a political party. Be it in government functions or meetings, they did not once place a single chair for my party. After I returned from Delhi, for the first time, in the Legislative Assembly party meeting, a chair was put for me next to the CM. Why so? Had I not gone to Delhi, this would not have been possible. And the CM for the first time also had to issue a statement in the Assembly saying that he will divide the OBC reservation. In the presidential election, we also voted but they never thanked my party.But this time [after the RS voting], they remembered us. Only because I went to Delhi.What do you think of the SP and BSP alliance? It is being touted as an alliance of Dalits and OBCs.I believe in the ideals of both Dr. Ambedkar and Lohia. The alliance is absolutely sound.My movement, our ideology won’t get affected by the BJP or depend on it. It is because of Ambedkar and Lohia that I am here today. I am a product of Kanshiramji. He created lakhs of leaders in every caste, be it backward, forward, Dalit or minority; 70-80% of MLAs roaming in the U.P. Assembly are products of Kanshiram.If by coming together the SP and BSP fulfil Dr. Ambedkar’s and Kanshiramji’s ideals, then it is a good thing.Even if BJP, your alliance partner, loses due to it? first_imgAfter its recent drive against spurious milk and dairy products, the Punjab Food and Drug Administration has launched a crackdown on those involved in adulteration of edible oils.Food safety teams are conducting raids across the State against those involved in adulteration of oil, especially mustard oil, which is consumed by a large section of the population in Punjab.Punjab Food and Drug Administration Commissioner Kahan Singh Pannu said the food safety team in Fazilka conducted a raid at NG Oil Mill, Abohar, and found 725 litres of impure mustard oil and 352 litres of edible oil. Samples were taken for further investigation and the stock was seized.“The manufacturer was selling adulterated edible oil as mustard oil. The packaging part of the factory and an oil tanker were sealed. The team also seized 46 litres of Royal Taj cooking medium being sold as desi ghee from Abhey Trading Company being run from a domestic premises,” he said.Earlier, the team sealed an oil manufacturing unit near Ahmedgarh in Ludhiana. “Though the manufacturing unit was located in Ludhiana district, the packaging address was given of Sangrur district. The entire packaged material, nearly 168 litres of mustard oil, was seized and the unit sealed. Misbranded mustard oil was also found at a factory in Khanna,” said Mr. Pannu.Mr. Pannu said an inspection at Krishna Traders, Hoshiarpur, unearthed 180 kg of adulterated desi ghee made from vanaspati. “The stock was seized and samples of desi ghee and vanaspati were taken for investigation,” he added.last_img read more

The bulker Sephora, built in 2007 by Japan’s Kawasaki Heavy Industries, was purchased at a price of USD 12 million, of which half would be paid in cash.Belships explained that the remaining consideration would be settled through a proposed issue of 7,405,114 new shares to the seller of the vessel. The agreed share price in the transaction is NOK 7.00 per share.The transaction is Belships’ third acquisition in less than a month. The group is scheduled to take delivery of the Supramax Sephora in July 2019. With the latest addition, Belships’ fleet would consist of 19 Supramax/Ultramax bulk carriers, including a newbuilding being delivered from Imabari Shipbuilding, Japan in the first half of 2020.The company said it expects the cash payment to be fully financed within the financing package, revealed in mid-March 2019. The Bank in its Global Economic Prospects released Tuesday said that India is estimated to have grown 7.2% in fiscal year 2018-19, which ended March 31. A slowdown in government consumption was offset by solid investment, which benefitted from public infrastructure spending. As against a growth rate of 6.6% in 2018, China’s growth rate in 2019 is projected to be dropped to 6.2% and then subsequently to 6.1% in 2020 and 6% in 2021, the bank said. And by 2021, its growth rate is projected to be 1.5% more than China’s 6%. According to the World Bank, growth in India is projected at 7.5% in Fiscal Year 2019-20 (April 1, 2019 to March 31, 2020), unchanged from the previous forecast, and to stay at this pace through the next two fiscal years. “Private consumption and investment will benefit from strengthening credit growth amid more accommodative monetary policy, with inflation having fallen below the Reserve Bank of India’s target, it said. Weakening agricultural production reflected subdued harvest in major crops on the back of fewer rainfalls, it said. The industrial sector benefited from strong manufacturing and construction with solid demand for capital goods. The slowing momentum in economic activity in late 2018 carried into the first quarter of 2019, as suggested by softening services and manufacturing Purchasing Managers’ Indexes, the report said. Observing that the new Goods and Services Tax regime is still in the process of being fully established, creating some uncertainty about the projections of government revenues, the report said fiscal deficits continue to exceed official targets in some countries — India, Pakistan. Pakistan’s growth, on the other hand, is expected to slow further to 2.7% in FY2019-20, which begins July 16, as domestic demand remains depressed and as current account and fiscal deficits diminish only gradually. Three suspects have been arrested for attempting to rob a bank in Milton, and for robbing a bank in Guelph–all in the same day. On August 3, two men entered the Royal Bank at 55 Ontario St. in Milton with their faces concealed and attempted to rob it. The men took off on foot and entered a waiting vehicle in a near area.Later that day, the same suspects conducted another bank robbery in Guelph.“Three suspects were arrested shortly after,” according to Guelph police. It is still unclear where the arrests took place.No names have been released as the investigation is ongoing.Anyone with information into the investigation of both these crimes is asked to contact Halton police. read more

SRIHARIKOTA, India — India has called off the launch of a moon mission to explore the lunar south pole.The Chandrayaan-2 mission was aborted less than an hour before takeoff on Monday. Indian Space Research Organization spokesman B.R. In an effort to turn around some of the hostile coverage and highlight good practices by sections of London’s press, Mayor Ken Livingstone recently launched the first London Local Press Awards, with the support of the UN High Commissioner for Refugees (UNHCR), to spotlight good practice in reporting on refugee issues that helps foster a more positive context contributing to the safety of asylum-seekers and refugees, and good community relations. The decision to launch the Awards with support from UNHCR, the Metropolitan Police Authority and the National Union of Journalists grew out of a study commissioned by the Mayor that examined media images of asylum-seekers and refugees, which noted that unbalanced and inaccurate coverage in the national press is likely to cause fear and tension within communities across London. “This event is about ensuring that the stories of the refugees and asylum-seekers living amongst us, and the reality of their plight, get the recognition they deserve,” said Bemma Donkoh, UNHCR’s representative in the United Kingdom. “It is also about encouraging objective and constructive reporting and discussion on how our society deals with the issues surrounding the complex migration movements of our present age,” she added. In her speech at the awards ceremony, held on 21 July, Ms. Donkoh said that when the media give refugees and asylum-seekers a chance to tell their own stories, “you permit powerful images about the value of asylum to reach the wider public.” She said UNHCR hopes other communities across the United Kingdom and governments elsewhere in Europe would emulate London’s example and do more to ensure that refugees are integrated. read more

The International Commission Against Impunity in Guatemala (to be known as CICIG, its Spanish acronym) will have an initial mandate of two years, pending approval by the country’s Congress. It will be able to conduct its own investigations and also help local institutions, particularly the Office of the Public Prosecutor.One of its tasks is to recommend public policies and any legal or institutional measures for eradicating the illegal armed groups and preventing their re-emergence.While CICIG will be an independent, non-UN body, its commissioner will be appointed by the Secretary-General and report periodically to him.Under-Secretary-General Ibrahim Gambari and Guatemalan Vice-President Eduardo Stein signed an agreement in New York today to create CICIG, whose costs are expected to be borne by voluntary contributions from the international community.Mr. Gambari said the UN is trying to help Guatemala as it moves to “solidify democracy and the rule of law by exposing and dismantling criminal groups that grew out of the armed conflict,” which ended in 1996 through UN-brokered peace agreements.Concern has been mounting in recent years that illegal security groups and clandestine security organizations have continued to operate with impunity, conducting criminal activities and violating human rights.The agreement details how such behaviour weakens “the ability of the State to fulfil its obligation to guarantee the protection of the life and physical integrity of its citizens and provide full access to justice, with the resulting loss of confidence of citizens in the democratic institutions of the country.” read more

first_imgIt has been reported that Theo Theophanous MP, after having charges dismissed on the rape case against him and not being committed for trial, will launch a parliamentary action that could result in the lawyer who prosecuted him being jailed. Mr Theophanous will invoke the full powers of, traditional and rarely used, parliamentary privileges against prosecutor Michelle Williams, SC. It was reported in The Sunday Age that Mr Theophanous has written to Legislative Council president Bob Smith asking him to forestall the other business of the House on Tuesday to give precedence to his motion alleging Ms Williams breached privilege when she used a parliamentary speech by Mr Theophanous from 2006, against him during his recent committal hearing.If he succeeds in securing vote to motion to refer the matter to the privileges committee it will be the first time in 40 years that a question of privilege has been addressed by any forum of the upper house. The committee has the power to reprimand, fine and on theory at least, jail Ms Williams for up to 15 months if it finds she breached the constitution. Under Victoria State Constitution Act, MPs “shall hold, enjoy and exercise such and the like privileges, immunities and powers as at the 21st day of July 1855 were held, enjoyed and exercised by the House of Commons of Great Britain and Ireland.” As part of this, is the right that politicians enjoy of being able to speak freely without fear that what they may say will later be held against them in the courts. During the case Ms Williams read out a passage from one of Mr Theophanous’ parliamentary speeches in which he said that rape victims should be protected from questioning in court about their sexual history. In his speech he said that the court could be “re-traumatising through the very process.” Ms Williams accused Mr Theophanous’ lawyer, Robert Richter QC, through his questioning of a witness of, “flouting the intention of this legislation that was moved by his client.”It has been reported in The Sunday Age that the Clerk of the Senate Harry Evans believed that this was a breach of privilege.
