The Chief Minister will take care of Mr. Sharma’s portfolio of Multi-Purpose Projects and Power, Nonconventional Energy Sources, the spokesperson said. Mr. Sharma resigned from the BJP government on Friday, days after the Congress fielded his son Aashray as its candidate from the Mandi Lok Sabha constituency. After resignation from the State Cabinet, Mr. Sharma said, “I will not resign as an MLA and from the party. I will remain a BJP MLA.” Meanwhile, party’s State president Satpal Singh Satti has asked him to resign as an MLA and from the BJP as well. In a statement issued here on Saturday, Mr. Satti said that Mr. Sharma had crossed all the limits of “indiscipline” by issuing statements against party candidate Ram Swaroop Sharma. “Anil Sharma has no right to remain in the BJP and he should resign from its membership on moral grounds,” he added.last_img read more

first_imgVirat Kohli walked out to boos from the Australian fans at the Adelaide Oval on day 3 of the first Test. The Indian captain though put his head down and batted with conviction. The negative reaction from the home crowd comes after Kohli was criticised by Australian coach Justin Langer for his wicket celebrations, particularly that of Aaron Finch on Friday.Langer said that if Australian players were to celebrate wickets like Kohli did, they would be seen as “the worst blokes in the world”.Former Australia captain Ricky Ponting was not impressed with the way Kohli was welcomed to the crease.”I don’t like seeing it at all,” Ponting told cricket.com.au.”It didn’t worry me as a player when it happened in England a couple times. You’ve almost got to accept it as acknowledgement for what you’ve done in the game. But I’d rather not see that happen at all.”It’ll be water off a duck’s back (for Kohli), I’m sure. He’s probably had worse things happen to him on a cricket field, I would have thought, than getting booed by a couple of spectators as he walks on.”If anything, it might have steeled him a little bit more.”He (was) hardly playing a shot (early in his innings) and he looked like he wanted to really ground the Aussies into the deck.”Kohli, along with Cheteshwar Pujara, thawarted Australia in their 71-run partnership, to push India to a position of strength and a 166-run lead at the close of of play on Saturday.advertisement Kohli was dismissed late in the final session as the Indian skipper lunged forward to defend off Nathan Lyon but was caught at short leg for an uncharacteristic knock of 34 from 104 balls. But Pujara carried on and made 40 before the close of play with India reaching 151 for 3 at stumps.Kohli became the fastest Indian to score 1000 Test runs for India in Australia during his knock. He reached the landmark in nine Test matches, faster than batting great Don Bradman, who reached the four-figure mark in his 10th Test at home.Kohli also became the only Indian skipper to score 2000 Test runs in away matches. He is also the first Indian captain to score 2000 Test runs both in India and overseas.Apart from Kohli, three other Indians have scored 1000 runs for the country. Sachin Tendulkar scored 1809 runs off 38 innings in Australia at an average of 53.21. VVS Laxman scored 1236 runs in 29 innings while Rahul Dravid scored 1143 in 30 innings.Virender Sehwag has also scored 1000 runs in Australia but 83 of them came for ICC World XI. For India, Sehwag scored 948 runs in 20 innings at an average of 47.40.Earlier, India bowled out Australia for 235 with a lead of 15 runs in the first innings early in the first session on the third day. Travis Head top-scored for the hosts with 72 runs while Jasprit Bumrah and R Ashwin picked three wickets each for the visitors. Also Read | Rishabh Pant matches MS Dhoni’s feat in Adelaide TestAlso Read | Virat Kohli shows off his dancing skills in tense Adelaide Test vs Australialast_img read more

Photograph: John Robertson/The Guardian Ivan Rakitic: ‘We saw Football’s Coming Home and thought: yeah, but you still have to play us’ Share via Email Twitter Boys will be boys but it did, at least, ensure the current in Nations League group A4 continued to run in various directions and, in Gareth Southgate’s words, ensure somebody in Geneva must be “proudly patting himself on the back” at the way Uefa’s new baby has developed. He meant Uefa suits, rather than Ramos, would be disposed towards touchy-feeliness: on the pitch and off it the new format has brought far more storylines, moments of drama and instances of aggro than your standard pile of Wayne Rooney-less friendlies. Lovren v Ramos does not make anyone look particularly good, objectively, but it adds to the sense of box office that the Nations League needed and thoughts now turn to who the Liverpool defender might seek to rile in Monday’s winner-takes-all meeting at Wembley.Rooney would have been a good bet, actually, but he’s already said his teary farewells and will presumably be watching the real action from the USA! first_img Editors’ Recommendations The Manual Spirit Awards 2019: Redux Deep Sleep: The World’s Most Incredible Underwater Hotel Rooms Stepping into the Andaz Hotel in West Hollywood is like taking a page from the book of rock and roll history. Led Zeppelin used to rent out multiple floors at a time for their crew and entourage, where drummer John Bonham famously drove a motorcycle through the hallways. It’s the site where Robert Plant supposedly cried out, “ I am a Golden God!” while overlooking the Sunset Strip, inspiring that scene in Almost Famous (scenes from that movie along with This is Spinal Tap were also filmed on site). Keith Richards reportedly dropped a TV out of a window in room 1015, and Jim Morrison lived there until management gave him the boot for dangling over the pavement by this fingertips. The hotel’s rich history, of course, is only a small part of what makes the property so amazing. Like we’ve come to expect with our experience at Andaz properties, walking into the West Hollywood location feels like home. The atmosphere is vibrant and bustling but also is just as relaxed as if you were staying with a friend. You’re greeted with a welcome glass of wine upon check-in, so no precious downtime is wasted without a buzz. While you’re waiting for your room – or later when you’re waiting for a cab – check out the second-floor gallery. first_imgManchester: It has been a dream World Cup campaign for Virat Kohli’s men and now everything boils down to having two perfect days. The quest starts with the semifinal clash against New Zealand here on Tuesday. And though the formidable Indian top-order, led by tournament top-scorer Rohit Sharma, is expected to deliver, New Zealand’s seam attack will also be ready and waiting to knock at the corridor of uncertainty. It has been a campaign in which Kohli and his men have been successfully able to hide their chinks even without a suitable ‘Plan B’ but they don’t have an option of letting the script go awry anymore. Also Read – Dhoni, Paes spotted playing football togetherThe sub-plots promise to be fascinating — Rohit trying to hook a Lockie Ferguson bouncer, KL Rahul negotiating one from Trent Boult that could tail in, Kohli smashing Matt Henry all around. Or it could be Kane Williamson’s near perfect technique against spinners or Ross Taylor trying to get a grip of Jasprit Bumrah. Last but not the least is whether Mahendra Singh Dhoni is able to get a hang of Mitchell Santner’s slow left-arm orthodox bowling having watched him closely at the Chennai Super Kings nets. Also Read – Andy Murray to make Grand Slam return at Australian OpenA near flawless campaign could come to a naught against a gutsy Black Caps side which has always asked probing questions in ICC tournaments. To India’s comfort, New Zealand’s tournament has gone on a downward spiral during their last three games but their initial good work helped them beat Pakistan to a last four spot. But it couldn’t have been more enticing that Rohit (647), KL Rahul (360) and Virat Kohli (442) with a cumulative contribution of 1347 runs will meet their match in Ferguson (17 wickets), Boult (15 wickets) and Matt Henry (10 wickets), who have shared 42 wickets between them. Not to forget that all-rounder Jimmy Neesham (11 wickets) and Colin de Grandhomme (5 wickets) take the seamers’ tally to 58 wickets. ‘Law of averages’ can be a worry for India simply because the top-order hasn’t had a failure as such, even the loss against England saw Rohit and Kohli score runs. The midde-order hasn’t yet faced a ’30 for 3 day’ in the competition and Boult’s first spell under a cloudy Manchester sky could unsettle the best in the business. Also save Hardik Pandya, the other middle-order batsmen haven’t inspired the highest confidence and that includes Dhoni despite his 293 runs and a 90 plus strike-rate. He has scored runs on some tricky wickets but he would be certainly hoping for a lot more against the Black Caps. What could go in his favour is the pace at which Henry and Ferguson would bowl. If his horizontal bat shots get going, Dhoni will be a different player to deal with. New Zealand’s ‘achilles heel’ has been their batting as none from their top-order, save Williamson (481 runs), have been able to stamp their authority. Bumrah didn’t play the last bilateral series in New Zealand and he could prove to be more than a handful for the horribly out of form Martin Guptill (166) and Coin Munro (125). New Zealand’s poor batting is reflected from the fact that save Williamson, the only other top-order player to have crossed an aggregate of 250 runs is Ross Taylor (261). In terms of batting, they are no match for India where a much criticised Dhoni has also scored near 300 runs. India will fancy bowling first considering Bumrah and Mohammed Shami’s good form. However, there could be some changes in the line-up as number of right-handers in the New Zealand line-up may prompt India to drop one of the two wrist spinners.last_img read more

The review, conducted yesterday in Abuja, Nigeria, where the ceasefire agreement had been signed on 10 November 2000, was attended by the chief of the UN Mission in Sierra Leone (UNAMSIL), Oluyemi Adeniji, and representatives from the country’s Government, the rebel Revolutionary United Front (RUF) and the Economic Community of West African States (ECOWAS). Among other concerns, the Abuja meeting touched on the violence in Sierra Leone’s Kono district and Tongo, which UNAMSIL investigations determined had been provoked by forward movements of the Government’s Civil Defence Force (CDF). The meeting urged the Government to exert control over the Force to avert all future attacks that, if unchecked, would pose a serious threat to the ceasefire and could lead to increased hostilities. Both parties renewed their pledges to remove all roadblocks in their zones of influence to ensure free movement of persons and goods, while the RUF pledged to fully return the weapons and equipment seized from international peacekeepers by 30 May. The meeting reaffirmed the need to restart the disarmament, demobilization and reintegration programme, saying that CDF and RUF combatants should be disarmed simultaneously. It also agreed that ex-combatants would be reintegrated into all identifiable activities in Sierra Leone — not only into the army. After extensive deliberations, decisions were also taken on cross-border attacks in Kambia, the release of RUF detainees, the transformation of the RUF into a political party, the presence of foreign troops, and the return of refugees/abductees. Those matters are considered additional elements to the peace process that are outside the framework of the Abuja Agreement. read more

Briefing reporters in New York, Christopher Burnham said a just-completed report of the UN’s internal watchdog – the Office of Internal Oversight Services (OIOS) – raised “a number of serious allegations and concerns” about UN procurement. The report prompted the UN to place eight staff members – four from the Department of Management and four from the Department of Peacekeeping Operations – on special leave with full pay. The names of the staff members concerned were not disclosed.“These measures are administrative, not disciplinary, and they fully the respect the due process rights of the staff members concerned and do not presume any wrongdoing,” Mr. Burnham stressed. Ongoing UN procurement activities have not been affected, he added.Seeking to place today’s announcement in the broader context of UN efforts to strengthen management, he outlined steps the Organization has taken to improve its procurement practices, including providing more resources to OIOS so that it can undertake a wider investigation of the UN’s spending on supplies and services. The UN is also fully cooperating with the United States law enforcement authorities. “The United Nations is being proactive,” Mr. Burnham declared, noting that OIOS turned over evidence it had gathered on procurement to the US Attorney for the Southern District which ultimately issued an indictment and obtained a guilty plea. Former procurement officer Alexander Yakovlev was arrested last August after Secretary-General Kofi Annan waived his immunity.Other measures include a strengthened whistleblower protection policy, more demanding financial disclosure requirements for a broader range of senior officials, and the creation of an Ethics Office, the Under-Secretary-General said.He repeatedly thanked “the courageous men and women of the United Nations who have continued to come forward to report fraud.” Asked whether this was the result of the new policies, he said there was anecdotal evidence that more staff are blowing the whistle but said it is too soon to have any valid statistics.“We are doing all the right things to ensure that the global taxpayer’s money will be protected going forward, and we are ferreting out corruption and fraud where it existed and where it exists,” he stated. While the UN is not making public the recent audit, Mr. Burnham quoted excerpts that pointed to “substantial evidence of abuse in procurement for peacekeeping operations leading to financial losses and significant inaccuracies in planning assumptions.”Other excerpts described systemic failures. “The design and maintenance of controls needed to ensure that UN procurement complied with financial rules and regulations were insufficient,” Mr. Burnham quoted the report as saying. “Important controls were lacking while existing ones were often bypassed.”Asked about the sums involved, Mr. Burnham, a former Undersecretary for Management in the US State Department, said, “Clearly, I think the potential abuse could go into the tens of millions of dollars. It could go higher than that, but we’re in the middle of looking at 200 different reports of abuse, and if the men and women of the United Nations continue to show the courage they have in the last six months, (then) in the next six months I expect that figure to go up.”Deloitte Consulting recently undertook a review of UN procurement, and that effort would be followed by a more detailed forensic audit of recent procurement activities to identify specific instances of fraud and abuse, he said. Separately, OIOS is conducting its own work through its Procurement Fraud Task Force, which is conducting the 200 investigations. OIOS was also mandated by the General Assembly to conduct a wider probe of UN peacekeeping. In addition to the eight staffers placed on special leave, an additional four others from the peacekeeping department were last week recalled from their missions in the field to provide information on the issue. They have since returned to their posts. The Under-Secretary-General emphasized that most staff are completely innocent. “The vast majority of men and women working in the procurement area are hardworking, honest and sincere,” he said, adding that “a good number of them have come forward with reports of fraud and abuse.”Although the audit report is not a public document, it will be distributed to UN Member States that request copies. read more

As of Monday, Government approved salary increases across a number of pay ranges for public servants; inclusive of retroactive payments from January 2018, one week ahead of the reading of next year’s budget. This is according to a circular dated November 19, 2018, that was sent out by the Finance Ministry to the heads of all budget agencies and seen by <<<>>>>. According to the document, persons earning less than $100,000 a month will receive a seven per cent increase. The document dated Monday, November 19, 2018Those earning between $100,000 and $299,999 will get an increase of 6.5 per cent, while those in the $300,000 to $499,999 range will get a five per cent increase. Those with a paycheque of between $500,000 and $699,999 a month will have their salaries increased by three per cent.Meanwhile, those in the $700,000 to $799,999 range will be eligible for an increase of two per cent, while those earning $800,000 to $999,999 will get one per cent in increases and those with a $1 million salary and above will get a 0.5 per cent increase. The circular makes it clear that the increases do not apply for teachers, University of Guyana employees, Government Ministers and Members of Parliament. It does, however, apply to the Disciplined Services, including the Guyana Police Force and the Guyana Defence Force.Besides the Disciplined Services, it applies to “all traditional public servants, defined to mean those employed in Ministries, departments not under ministerial control, regional administrators and public service related agencies, commission secretariats and those who are engaged on contract positions reflected on the inventory of authorised positions of the traditional public services and persons on contract outside on the inventoried positions.”………………………Salary increases………………………The Ministry indicated that teachers received a separate circular regarding their increases. Teachers have for some time been agitating for increases since the end of their previous multi-year agreement. This agitation included strike action early in September of this year.In October, more than one month after a nationwide teachers’ strike was called off, Government finally agreed to increase the salaries of teachers by 12 per cent for 2016 and eight per cent for 2018.When it comes to UG staff, the University’s administration had announced a few days ago that the Finance and General Purposes Committee had approved salary increases for staff, at a rate ranging from three to four per cent.It has been reported that the increases were sought by UG’s Vice Chancellor Ivelaw Griffith. And like the Finance Ministry curricular, the increases would have been retroactive to January 1, 2018.In a joint statement afterwards, however, the University of Guyana Senior Staff Association and the University’s Workers Union poured cold water on this proposed increase. According to the unions, the increases were “a violation of good labour relations practises.”While Griffith has been quoted saying that he acted because of stalled negotiations with the unions; the unions claimed in their statement that the administration has not been acting in good faith during the negotiations.Ministers and MPs are not being included in the salary increases because in 2015, months after the Government entered office, they received an increase of their own. Cabinet Ministers had their salaries increased by 50 per cent, while junior Ministers and other parliamentarians received smaller increases. Government has said that this was a one off event. Lexus Toyota and its luxury counterpart Lexus have always been keen on safety systems. Since introducing basic versions of safety systems like forward collision warning years ago, Toyota has led the charge in offering these systems as standard equipment in their vehicles. Now, Lexus has a big announcement that will give many buyers a little extra peace of mind.Lexus announced on Wednesday that it will offer its Lexus Safety System+ suite of active and passive driver aids as standard equipment on all 2020 model year vehicles. There’s no time like the present: According to NHTSA data, there were about 6.5 million reported crashes in 2017, many of which could have been avoided.”We are working toward preventing crashes before they happen,” said David Christ, general manager of Lexus, in a statement. “That’s why we have developed some of the most advanced safety features on the road today, and now those systems will be standard equipment on every model we sell.”Lexus Safety System+ consists of four separate technologies. Its forward collision warning system is able to detect pedestrians, and if a driver ignores the warning, the vehicle is capable of braking on its own. first_imgStay on target Book Your Botanicals Free Room, Board at London Plant HotelChina Sprouts First-Ever Plants on the Moon’s Surface Plants don’t communicate well—at least not with humans. Scientists at MIT have figured out how to bridge the human-plant gap in an interesting way. Researchers have developed a plant that can signal to humans when it detects explosives. The key to this new era in human-plant relations is the carbon nanotube. By embedding carbon nanotubes in the leaves of spinach plants, researchers essentially gave the plant a way to signal when it detects certain compounds. In the test, published in the journal Nature Materials, the experimental setup was designed to detect nitroaromatics. These compounds are usually indicative of explosives like those used in landmines. When nitroaromatics are introduced into the soil, the plant draws them up naturally, and this triggers the embedded nanotubes. They produce a fluorescent signal that can be detected with an infrared camera. Researchers also succeeded in tuning the leaves of the plant differently. One leave might emit a constant signal as a control to ensure the detection system is working, then another only lights up in infrared when nitroaromatics are detected. The detection rig then sends an email to the user.AdChoices广告Plants are very responsive to their environment but of course, they have to be. Most plants can’t move from place to place in search of food. Bomb detection is a cool proof of concept, but the same technique could be used to monitor all sorts of environmental signals on the cheap. The detection rig is composed of a cheap IR camera and a Raspberry Pi. You could conceivably also design plants that signal when the soil gets too dry or a particular agricultural plant pathogen is detected.last_img read more

first_imgHoards of people stared up toward the sky on Monday near London’s Parliament Square. But unlike millions in America, they weren’t wearing paper glasses or carrying cardboard boxes to protect their retinas from burning.Instead, they were mourning the temporary lull of Big Ben, which fell silent as work on a $37 million bell tower restoration project begins.A final set of bongs (that seems to be the popular media’s onomatopoeia of choice) rang out at noon, and won’t be heard again during the four-year construction process. (Except, of course, during special events like New Year’s Eve and Remembrance Sunday.)The 1.5-ounce bell (and the clock that goes with it)—a British cultural icon and one of the most prominent symbols of the United Kingdom—has made numerous appearances in another British cultural icon: Doctor Who.“The Sensorites” (1964)And you thought a muted Big Ben was bad: In this First Doctor serial, the original Team TARDIS (with companions Ian Chesterton and Barbara Wright) travel more than a century into the future, where they learn the Great Bell no longer exists.IAN: Barbara and I, we come from London. Tell me, is Big Ben still on time?CAPTAIN MAITLAND: What century do you come from? The 21st, perhaps?BARBARA: No, the 20th.MAITLAND: I see.CAROL RICHMOND: What’s Big Ben?BARBARA: Well, it’s a clock. Near Westminster Abbey.MAITLAND: Yes, you see, the whole lower half of England is called Central City now. There hasn’t been a London for 400 years.
